From the page: "The United States wants to open a consulate in Tibet to gain full access to developments in the Chinese province, Secretary of State Condoleezza Rice said yesterday in an implicit acknowledgement of global criticism of China's crackdown on dissent.
She did not directly connect events in Tibet to the upcoming Summer Olympics, but she expressed displeasure with China's account of recent developments in the Himalayan region.
"We pressed for consular access for diplomats into Tibet," Miss Rice told a Senate Appropriations subcommittee. "We had some limited access. Frankly it wasn't good enough."
Just one U.S. diplomat has been allowed to visit since protests began last month."

From the page: "The US House Committee on Oversight and Government Reform [official website] issued a subpoena [press release] Wednesday to compel the Environmental Protection Agency (EPA) [official website] to turn over documents relating to White House involvement in the EPA decision to deny California's request for a greenhouse emissions waiver in December 2007 [JURIST report]. In a statement, Committee Chairman Rep. Henry Waxman (D-CA) [official website] said:
The Committee has found evidence that EPA officials met with the White House regarding California's motor vehicle regulations. Subsequently, EPA blocked California from moving forward with its landmark program to address climate change. Unfortunately, EPA has refused to disclose the substance and extent of its communications with the White House. The Committee must have these documents in order to understand how the agency's decision was made."

From the page: "Archbishop Desmond Tutu and actor Richard Gere joined thousands at a pro-Tibet vigil in San Francisco where they both encouraged heads of state to boycott the opening ceremony at the Beijing Olympics this summer.
Many human rights groups have mobilised in San Francisco, the only US city to host the Olympic torch as it makes its way to the games in August, with reasons for opposition ranges from China's rule in Tibet to Beijing's policies toward Darfur and Burma."

From the page: "British Columbia, Canada (AHN) - Beginning July 1, British Columbia will impose a carbon tax of $9.91 per ton of carbon. The levy applies to fossil fuels such as gasoline, coal, propane, natural gas and home heating fuel. The Canadian provinces is the first jurisdiction in North America to collect the carbon tax.
The province unveiled on Thursday the Greenhouse Gas Reduction (Cap and Trade) Act, which collects a carbon tax and imposes hard caps on large emitters of greenhouse gases. The new law permits large fossil fuel users in British Columbia to trade emission allowances or purchase offset units, although the province has yet to establish levels of cap."
